At least the following ?thought experiment? seems possible for magnetic systems: suppose we adsorb a monolayer of a material which shows a two-dimensional uniaxial ferromagnetic order up to a surface Curie temperatureT cs, on another uniaxial ferromagnet with bulk Curie temperatureT cb<Tcs. (Alternatively, a homogeneous material might exist such that due to a strong enhancement of exchange interactions in the surface layer one hasT cs>Tcb [2].) Applying then a field at a temperatureT in the intervalT cb<T<Tcs and switching it off again, we are left with a spontaneous magnetization in the surface layer oriented along the direction in which the field was applied; the bulk still being paramagnetic. Now suppose we quench the system to a state withT<T cb and a very weak bulk field oppositely oriented to the surface magnetization which is switched off again before the surface layer has relaxed (by nucleation of oppositely oriented domains) to the state with the surface magnetization parallel to the bulk magnetization. The resulting metastable state with a surface magnetization opposite to the spontaneous magnetization in the bulk may show a wetting transition whenT ?T cb: the surface layer due to its exchange interactions with the adjacent bulk layers acts like a surface field. For insulators, the range of this interactions is very short (and the long range dipolar interactions often weak enough to be neglected)

      "unstructured": "At least the following ?thought experiment? seems possible for magnetic systems: suppose we adsorb a monolayer of a material which shows a two-dimensional uniaxial ferromagnetic order up to a surface Curie temperatureT cs, on another uniaxial ferromagnet with bulk Curie temperatureT cb<Tcs. (Alternatively, a homogeneous material might exist such that due to a strong enhancement of exchange interactions in the surface layer one hasT cs>Tcb [2].) Applying then a field at a temperatureT in the intervalT cb<T<Tcs and switching it off again, we are left with a spontaneous magnetization in the surface layer oriented along the direction in which the field was applied; the bulk still being paramagnetic. Now suppose we quench the system to a state withT<T cb and a very weak bulk field oppositely oriented to the surface magnetization which is switched off again before the surface layer has relaxed (by nucleation of oppositely oriented domains) to the state with the surface magnetization parallel to the bulk magnetization. The resulting metastable state with a surface magnetization opposite to the spontaneous magnetization in the bulk may show a wetting transition whenT ?T cb: the surface layer due to its exchange interactions with the adjacent bulk layers acts like a surface field. For insulators, the range of this interactions is very short (and the long range dipolar interactions often weak enough to be neglected)"
